The Board granted the worker a 12% pension for bilateral cataracts and related surgeries. The worker claimed entitlement to an enhancement factor.

Enhancement factors have been established in Board policy to compensate for the synergistic effect of certain multiple injuries, such as bilateral limb disabilities and vision loss in both eyes. The Vice-Chair noted that the worker's pension has been increased over the years due to vision loss and that he now has an enhancement factor. However, there was no basis to apply the enhancement factor for aphakia (absence of the crystalline lens in the eye) of both eyes in the period prior to the vision loss. The appeal was dismissed.
